ScotGov confirms the Transport Bill is being deferred - but they're blaming Brexit rather than the need to consult on the workplace parking levy. Spokesman claims this is "unconnected to the budget" and is because of work to "deliver a functioning statute book ahead of exit day"
So it's now looking like stage two consideration of the Transport Bill - when the Green amendment to add in a workplace parking levy will likely be debated - won't take place until "early summer".
.@SP_RECcttee has been doing some Brexit subleg - including some yesterday - but convener Edward Mountain told members that delay to Transport Bill was "partly on resource capacity within the Scottish government" and partly because of the amendment to the bill for a parking levy rural economy committee subleg on Brexit
