A mostly overlooked article in the New York Times appeared in December of last year. I would recommend everyone read it.
I will highlight several parts in this thread and add some background.

Ye Jianming is a mystery, even within his native China.
The Chinese news service Caixin investigated his background and could not even confirm his real name.

There are rumors he’s a descendant of a prominent military clan.
As a young man in his 20’s, Ye bought a factory that supplied pistons for the People’s Liberation Army.
In 2006, he acquired seized assets from a smuggling kingpin and renamed his business CEFC China Energy.
CEFC began trading in oil futures and acquiring the rights to overseas oil fields. Ye particularly focused on countries in war-torn areas: Chad, Sudan and Iraq.
According to the NYT article, Ye had high-level Chinese military and intelligence connections. He hired several former military officers to work for CEFC.
“CEFC also organized forums in Hong Kong and Washington that brought together retired American and Chinese military officers, among other events. All the while it continued to network.”
In 2015, Ye was named a civilian adviser to the President of the Czech Republic.

Ye spent money in Eastern Europe, Africa and the Middle East.
In 2016, he met with Recep Tayyip Erdogan, the President of Turkey.

Why Glencore and Qatar flipped their share of the company so quickly is not clear.
The speculation is that they underestimated the length and severity of US sanctions.
In the same year, Ye was conferred the title of “Yakir (Beloved) of the Jewish People” after a $1 million donation to Keren Hayesod - United Israel Appeal.

According to the NYT, CEFC donated “at least” $350,000 to the Institute for the Analysis of Global Security.
The IAGS was co-founded by James Woolsey and Robert McFarlane.
McFarlane denied to The Times that he had any relationship with Ye.
However, the paper reported that Woolsey dined with Ye. Woolsey would not comment.
Woolsey is on the advisory board of Genie Energy with some very important people.
In 2013, Genie Energy was granted exclusive oil and gas exploration rights for a 153-square mile radius in the southern part of the Golan Heights.

This raises the obvious question -- did Ye donate to Woolsey’s think tank in hopes of buying influence over US policy in Syria?
Of course, Woolsey can always claim the meeting was about their shared interest in energy conservation. He’s a master at working the system.
Was Ye right to believe it’s possible to buy influence over American military decisions?
I suspect Ye was hustled. But this kind of hustle only works with the US has a military presence in Syria.
Is it any wonder the military/industrial complex was so opposed to the President’s decision to withdraw US troops from the region?
Ye spent $83 million on Manhattan properties in 2017, with plans to buy $80 million townhouse in 2018.

On Nov 20, 2017, The US DOJ announced that Patrick Ho, Secretary-General of CEFC’s China Energy Fund Committee, had been arrested in New York.
The charge was bribing the President and Foreign Minister of Uganda. In addition, he was charged with bribing government officials of Chad.
After Patrick Ho was arrested, his first call was to James Biden, the brother of the former Vice President.
James Biden believes Ho was attempting to reach his nephew, Hunter Biden.
It turns out that Ye’s empire was built on a mountain of debt. Ye’s company, CEFC, received billion of dollars in loans from Chinese state banks
