Well this looks quite interesting, an OIG report on the process & compliance of Treasury TFI sections implementing sanctions against the Russians.
But there is one weird thing about the report, they claim in the January 2018 report by TFI, TFI forgot to do one section.
Really?
So it says that the Terrorism Finance Intelligence offices prioritized 4 of the 5 requirements & they ran out of time for the knowledgeable people to report on that section to Congress last year. Really?
So what area did Treasury intel not get around to gathering the info Congress demanded? Penetration of banking, securities, insurance, real estate, & other key economic sectors of the United States to Russian politically exposed persons & state influenced or controlled entities.
So they minimally complied with the law be failed to provide detail on how vulnerable we are to the Russians controlling or damaging our economy. Claim is they mismanaged the project so they didn't get around to gathering & compiling the information...

Sure.
So they reported to Congress with 5 sentences, one each addressing each sector at risk. SO for example they reported on the entire scope of economic risk from Russian penetration of the banking industry with one sentence. Same with the real estate & other industries.
The OIG does not sound amused, but it seems like a continuation of the fight between personnel at FINCEN & the people at OIA. FINCEN personnel have been responsible for leaks designed to scapegoat OIA for every problem, including the leaks!
So they had no idea how to evaluate risk to the US economy, & were prohibited from using intel tools against domestic targets. So what do you do?
It looks like they just googled it! And no one knew what else to do or seemed to care that much about it...
