This is a fantastic read on benchmarking different load balancing algorithms, and how the Least Conn algorithm in HAProxy can outperform Power of Two.

The most interesting bit was how a global/external load balancer with some form of central coordination can improve performance.

Rate limiting, load balancing, load shedding etc can happen at both the global and local level - they have different implications, performance profiles and risks. I feel this is something that's not particularly well-understood by many folks.
