1/ Ok @SenatorCollins, let’s talk about your first claim in this speech. You say this is a question of whether a President should have the power to redirect funds. Well it’s clear a President does have that power.
2/ It’s clear the President has the power to reallocate funds because in an act of Congress, the National Emergencies Act, the President is expressly given that power. BY CONGRESS!
3/ Even if this bill, blocking this declaration of national emergency by Trump, is passed, future Presidents will still have this same authority.
4/ There’s only one way to actually strip the President of this authority, that would be for Congress to rescind the National Emergencies Act. A step that, despite your supposed fears about future President’s actions, you aren’t proposing.
5/ So stop pretending this is about some larger principle. It isn’t. It’s about this use of this power by this President for this purpose.

You and most of the establishment do not want us to gain command control of our southern border and limit the flow of illegal aliens.
6/ Your effort won’t ultimately succeed and it’s actually helpful you’re doing this. It confirms the President’s authority under the Emergencies Act. Trump will veto it and Congress will not overcome his veto.
