Can women be toxic? Yes.

Can women engage in toxic behavior? Yes.

Do you call a toxic woman a “girly girl?” No. Because toxicity in the behavior of women is not the result of excessive femininity, which is a (trite, patriarchal) normative code, not an identity or a necessity.
The distinction is not drawn to absolve women of ability or accountability for being shitty people. It’s necessary to maintain conceptual consistency with toxic masculinity, which describes the harmful nature of some male gender norms in excess, rather than any bad male behavior.
