This is a perfect nutshell encapsulation of the problem of competition in education. Children are not helped by trying to level the competition for a handful of elite slots. They are helped by resourcing all schools to serve all students. The system needs tearing down.

As long as the "worthwhile" slots are scarce, helping more kids compete for those slots does nothing to elevate education or learning. Attack the problem of scarcity, rather than upping the competition.
