Also, remember that Barr said in his letter that Mueller did not come to a conclusion on obstruction. We need to see full report to learn what Mueller discovered and the reason he gave as to why he didn’t make an obstruction determination.

Was it because without an interview of Trump it would be difficult to establish corrupt intent?
Or because guidelines forbid indicting a sitting president so he wasn’t going to conclude as to criminality but would leave evaluation of the fact to Congress
