Sorry, but after both going to school and teaching in the same district where Hastert had free reign over students for ~15 years, I can unequivocally state that

WHEN A CRIMINAL ACT OCCURS ON A SCHOOL CAMPUS
DON'T CALL THE ASST PRINCIPAL,
CALL THE DAMN POLICE.
Schools should not be siloed from the criminal justice system

Behavioural problems, socialization issues + civil violations can be addressed by educators.

To ensure accountability on EVERYONE'S part, criminal activity needs to be addressed immediately by Law Enforcement.
If I have a student who stabs another's chest with a pencil, I shouldn't have to take that student to the principal... I shouldn't have to look through any rule book to see what the proper procedure is...

I should call the police.

Even if that student is 8 years old.
Going to the principal's office for STABBING someone in the chest with ANY object, then being sent back to the classroom 20 minutes later?

NO.

That's not 'bad behaviour.' That's not 'bullying.'

That is assault.
TBH, it's incredibly stupid that any entity requires investigations of any sort stay in-house for anything that could be criminal activity; harassment + civil complaints should be investigated by accredited outside entities with no financial interest in the outcome.
And to ensure impartial services are required for workplace and school infractions, institutions should be contractually required in order to obtain any liability insurance.
But, you know, that's just my opinion as someone who has seen and experienced these things many times as a student, an employee, and an educator.
