Obamacare cannot be fixed. It must be replaced.

Approach to HC should:
* Reaffirm & ensure preexisting conditions are covered so that no American can be denied health care coverage.
* Reallocate funds currently spent on Obamacare fairly among the states.
* Empower states to chart their own course in providing high-quality HC.
