#RM_Ott19 last panel @research_money on whole-of-govt initiatives to support #innovation. Moderated by @ChristineTrautt @CollegeCan, w/ Rob Wright ADM of @PSPC_SPAC, Wayne Moore @DFO_MPO, @NancyHamzawi ADM @environmentca, Andrea Johnston @ISED_CA, Gilles Saindon @AAFC_Canada
#RM_Ott19 RW says @PSPC_SPAC is looking beyond the usual vertical approach of governments, taking a more partnership view to drive success. WM @DFO_Science adds that bar has been set high for collab across departments, to get other ministers' / ADM's input and advice
#RM_Ott19 AJ @ISED_CA likes the "partnership" view, which aligns well with innovation portfolio of ISED. The federal family can be engaged in partnerships in one swoop (e.g. in Clean Growth Hub) rather than forcing external partners to reach out to depts separately
#RM_Ott19 @NancyHamzawi @environmentca says mandate letters were written in a way to strongly promote this whole-of-govt / partnership approach. GS @AAFC_Canada adds that engaging w/ and funding researchers can be done better through smart partnerships (e.g. w/ @GenomeQuebec)
#RM_Ott19 ... Given that departments are not granting agencies, making links between departments and those agencies, and external partners that can directly fund and engage academia is a great mechanism ➡️ and this helps bring #cdnsci and evidence to key policy questions
#scipol
#RM_Ott19... Social science side of the conversation is equally important ➡️ innovative tech and products are most useful and impactful if they are designed with end user in mind, and align with what the public will respond to & with what they need. - GS @AAFC_Canada
#RM_Ott19 this also applies to our work on #climatechange and #plastics, says @NancyHamzawi @environmentca ➡️ need to take advantage of the full toolkit (& all sources of knowledge), this is at the forefront of upcoming strategy for plastics.
#RM_Ott19 economic strategy tables are great tools to drive whole-of-govt approach - AJ @ISED_CA.

WM @DFO_Science adds that the bar for consultation (in communities where Canadians live and work) is now very high, and rightly so.
#RM_Ott19 WM gives kudos to @McGill_VPRI on driving consortia on oceans research (ORCA), as well as to the current 🇨🇦 govt for supporting new approaches for partnering with stakeholders outside departments and outside the federal structure, with academia and with communities
#RM_Ott19 @ChristineTrautt mentions that, from the outside, it's hard to keep track of changing government programs and where there are opportunities for engaging departments. How can this be improved?

WM @DFO_Science says there is definitely room for better outreach & comms
#RM_Ott19 ... it's a constant preoccupation. There is great work done for directed outreach and making partnerships to share lab space and resources. It's client focused. But for those outside looking in, it can be hard to navigate. AJ @ISED_CA agrees, need more accessible system
#RM_Ott19 @NancyHamzawi @environmentca mentions #openscience initiatives, making data accessible to all Canadians and to researchers in academe and industry. Being transparent is a clear way make government science accessible to everyone.
#RM_Ott19 Q about program consolidation ➡️ AJ @ISED_CA says no new programs are being created per TBS review but the scope of programs is being broadened to maximize impact. Some programs are being consolidated like Strategic Innovation Fund.
#RM_Ott19 @ChristineTrautt @CollegeCan mentions there is a noticeable commitment from granting agencies to engage with colleges and institutes, which shows good more than whole-of-govt approach ➡️ whole of Canada approach
#RM_Ott19 @NancyHamzawi adds that @environmentca has worked w/ granting agencies on #climatechange call ➡️ these partnerships and joint calls elevate and consolidate the level of funding that can be made available for research in such an important area
#RM_Ott19 final Q from J Crelinsten @research_money, how can govt be more open and innovative?

WM - we can always improve, look at digitization across govt!

RW - public service tends to be a team full of goalies... We need goal scorers, at least more ppl who take shots 🏒!
#RM_Ott19
AJ - need to step up on diversity #EDI, get fresh perspectives in all sectors (govt, industry, academia, etc) to move the puck forward, and in new directions.
