A memo attached to the House letter frames the justification for release of any protected grand jury material entirely as a matter of the court’s “inherent authority” to authorize disclosure outside Rule 6(e)’s enumerated exceptions.
As I tried to explain last week, the inherent authority argument can work, but it may not be the strongest. Another argument is available *within* the scope of Rule 6(e)’s enumerated exceptions—that the GJ information is needed to consider impeachment. yahoo.com/news/in-pursui…
You won’t find that likely stronger impeachment rationale anywhere in the Democratic chairs’ letter (a letter which, tbf, is a quasi political document and not a brief before the court).
