"France on Wednesday blocked a European Union statement calling on Khalifa Haftar to halt his eastern forces’ offensive in Libya, diplomatic sources said, in the latest example of how the bloc’s internal divisions have undercut its global sway."
This kind of conflicts over major foreign policy issues is indeed making it impossible for Europe to become a geopolitical actor. Hélas the issue won't be resolved by introducing majority voting in the EU over foreign affairs; France or Germany wouldn't accept to be outvoted.
The only hope for a more streamlined and more effective joint foreign and security policy therefore is a European Security Council where the key players get together and try to build a consensus.
