The only way to avoid rules of origin in the future relationship with the EU is to be in a customs union.
And yes, the facilitated customs arrangement in Chequers would - if the EU ever agreed to it, which it won’t - in practice still require rules of origin.
And if, as I suspect, the government is trying to fudge the issue by referring explicitly to rules of origin “checks”, then that is naughty. The burden of rules of origin is largely not the paperwork; it’s the behind the border compliance cost faced by business.
Also the fact that lots of exports simply won’t qualify for zero tariffs.
