Romney's statement about "insufficient evidence to charge Trump with obstruction" shows just how successful Barr's strategy was. That was the narrative Barr set out in his letter, which the media ran with for 3 weeks. And that Romney now accepts.

But it's not true.
Mueller's report explained his methodology: "[W]e determined not to apply an approach that could potentially result in a judgment that the President committed crimes." There was never a scenario where Mueller could have found *sufficient* evidence to charge Trump with anything.
But Mueller could have concluded that the evidence was *insufficient* to bring charges against Trump. Like the report does with Don Jr., when it explains why, ultimately, the SCO determined charges were not warranted.
Mueller's report concluded that he would have exonerated Trump had the evidence warranted that result, but that "[b]ased on the facts and the applicable legal standards, we are unable to reach that judgment."
In other words: the SCO found that the evidence was not insufficient to charge Trump with obstruction.

But Barr successfully flipped the script. In his letter, Barr claimed that the evidence was insufficient, but did not reveal he was overruling and reversing Mueller's findings.
