It's already difficult to stop mass murderers in the military. Even ones who shoot little kids in the back for fun. After Trump pardons the few who did get prosecuted, who will be willing to try to stop the rest?
In the case of Chief Gallagher, seven members of his platoon were so disturbed by what they'd seen that they spent months trying to get their superiors to investigate. In turn, they were warned their own careers would be harmed if they kept reporting him.

Trump is preparing to pardon Chief Gallagher on Memorial Day, the day before his trial is scheduled to start. If that happens, we'll never get to see the evidence against him, or hear the details of the murders he allegedly committed. Or the Navy's cover-up of the accused crimes.
If the president wanted to encourage servicemembers to be willing to murder people that they believe the president would be okay with them murdering, this would be an obvious step.

And even if that's not the intent, it will be the effect.
"They're not war criminals, they're warriors accused of certain things that are now under review."

He also complain that under Obama there was "a culture of coddling and not defending the war fighter." Opposing war crimes is now "coddling" servicemembers.
