1. Why does Rosenstein have that "Oh God" look on his face? 
2. Likely because someone (probably Bill Barr) told him the Weissmann/Mueller report pins all the blame for the flawed investigative paths on his shoulders.
3. Rosenstein initiated the special counsel by authorizing Weissmann and Mueller to continue the FBI investigation into a fabricated political construct called The Steele Dossier.
4. Then, to make matters worse, Rosenstein expanded the scope twice. Once on August 2nd, 2017, and again on October 20th, 2017
5. Then, in a delicious and Machiavellian bit of irony, when Weissmann and Mueller published their final propaganda report.... They, wait for it.... Yup, blame all the investigative paths they took on DAG Rod Rosenstein. Hey, this is what he told us to investigate, so we did.
6. Read the report.... over and over the report cites how the Acting Attorney General, that's Rod Rosenstein, "instructed them" who to target; "authorized them" what to look into; etc. etc. Hey, don't blame us... we were following orders.
7. Likely by the time AG Bill Barr showed up and took his first few briefings.... he likely asked Rosenstein what the heck he was thinking?
8. To wit, Rosenstein would retort.... but that's what Weissmann and Mueller asked for.
9. And about right there is where AG Barr tells him: hey, knucklehead, there's no record of what they asked for... only a record what you told them to look for..... dummy.
