This strategy is becoming very popular among state-level Republican lawmakers. When North Carolina and Wisconsin elected Democratic governors, GOP legislators quickly stripped them of authority to make appointments to state agencies.
Notably, Republicans only held massive majorities in the North Carolina and Wisconsin legislatures because of egregious partisan gerrymanders that diluted millions of Democratic votes.
Anyway, the lesson here is that Republicans' anti-democratic attacks on Democratic governors are contagious. The North Carolina GOP got away with it in 2016, and now it's par for the course.
This tactic—abruptly revoking the governor's control over the executive branch—was shocking when North Carolina Republicans did it in 2016, and still alarming two years later, but I fear we're quickly becoming numb to it. It will get worse.
