The redactions on the basis of personal privacy must be weighed against public interest. And in this case, the public's interest is so great that Barr should only redact that information in the most limited of circumstances.
Barr has withheld some information on the basis that it would disclose classified “investigative techniques." The attorney general can request certain information to be declassified — and congressional intelligence committees have the right to view the materials.
Barr’s redactions of certain portions on the basis that they would cause harm to ongoing matters are particularly telling. But he can’t keep that information from the public forever—once the relevant investigations end, the government won’t be able to justify withholding it.
