The assumption underlying all of this is - GOPs assume Dems will always back down if they yell “bipartisanship” and “incivility” at us. And up until very recently, that was a correct assumption.
Meanwhile, GOPs cheat with impunity because they’ve adapted a chosen-people structure from Christofascism, and as long as they’re waving a cross and claiming to do it all for the holy Jesus, any kind of crime or fraud is cool beans.

So we’re now at a crucial inflection point, where Barr is successfully avoiding testimony under oath, and every day he avoids it is a day that GOP strategists gather to claim “See, it’s still working! The Dems are too weak! They’ll cave in the end!”
I’m not one of those who claims that Pelosi lacks a strategy, or has given up. However, I do differ very seriously on the question of whether formalizing the already-in-progress hearings into an impeachment inquiry would provide a push to getting Barr in front of Congress.
It is possible @SpeakerPelosi is timing the next Barr move around Mueller’s expected testimony to Congress. But there is no clear timeline for that either. It may also turn on indictments in progress in the districts and NY state.
But again, the public is hungry and dinner’s not even on the stove. GOP is scoring electoral points here - they can cast Trump as a SUCCESSFUL criminal and cheater. That’s the kind of person who likes him. And letting him succeed turns them out.
