Barr keeps using the word "collusion" to describe a report that specifically says that word doesn't apply. Barr also continues to claim that the OLC memo was not the reason Mueller did not reach a traditional prosecutorial finding on obstruction.

That's not what the report says.
MUELLER, p. 2, Volume 1: "In evaluating whether evidence about collective action of multiple individuals constituted a crime, we applied the framework of conspiracy law, not the concept of 'collusion.'"
Mueller is absolutely clear, in very first page of Volume II, about why he withheld a "traditional prosecutorial judgment": the OLC memo.
Has anyone asked Barr yet why his memo quoted four fragments of sentences that, in some cases, substantially altered the meaning of a full sentences in ways favorable to the president?
