This is Sergei Millian, a shady Belarusian/Russian businessman who refused to interview with Mueller, telling the President's lawyer to investigate the US State Department. This isn't normal.
I have also never seen anyone use the term "AmCit" (American Citizen) before - bizarre military language from a man who once claimed to work for the Russian Ministry of Foreign Affairs.
He is also predicting that there is big news to come soon. If he has any inside knowledge about anything here then something is seriously wrong.

Then put him in jail. This is a lawfully issued subpoena to a private citizen by a Republican Senator. In this country, you go to jail if you don't comply with subpoenas.
This is especially true when it's as clear as day that the individual committed perjury in his previous testimony.
Jr did testify for 25 hours but he also lied a lot during those 25 hours. That's not something to point to when defying a subpoena.
