My prediction: Robert Mueller is going to use words in his statement.
Robert Mueller: “It is important the written work of the office [of special counsel] speak for itself.”
Robert Mueller: "If we had confidence had not committed a crime we would have said so. ... Under longstanding department policy a President cannot be charged with a crime. ... charging the President with a crime was therefore not {something] we could consider."
Robert Mueller: "It would be unfair to accuse someone [the President] of a crime if there could be no in court resolution."
Robert Mueller: "The report is my testimony."
