It isn't true that Robert Mueller was barred by OLC from making a determination. That's simply false. It was his job to do so, but he tossed to Congress because this was always about impeachment. It's a farce to pretend otherwise.
It is also wholly illogical to claim that he couldn't make a conclusion on obstruction, but not collusion. If what he said is true, then why did he bother with the entire investigation?

But none of that will matter as to legitimacy. He gave them what they wanted.
The report also doesn't say there was insufficient evidence. It says the "investigation did not establish that members of the Trump Campaign conspired or coordinated with the Russian government in its election interference activities” and "despite multiple offers."
And this is why I said the public had a right to hear from Robert Mueller, but under oath before Congress, not at a unilateral press conference. All he did was make the division worse.
