My takeaways:

1) Mueller could *not* exonerate the President,

2) for obstructing an investigation into a hostile foreign power's interference in our election.

3) That interference was serious and sustained.

he would have.

9) This implies that DOJ could bring charges against a *former* President for obstruction.

10) In the meantime, it's on Congress to determine whether they will let it this stand.
