Mueller: "We did not ... make a determination to whether the president did commit a crime," and charging the president with a crime was not an option that could be considered due to DOJ policy.

Pres. Trump on Twitter: "Mueller would have brought charges, if he had ANYTHING."
Mueller explained that guidance "explicitly permits" investigating a president, but accusing of committing a crime is governed by different rules.

"The Constitution requires a process other than the criminal justice system to formally accuse a sitting president of wrongdoing."

Quotations are Mueller’s. Basically he repeated and stressed the main points from the report.

I find it helpful to start with my own summary. So here goes.
1/ “Russian intelligence officers, who were part of the Russian military, launched a concerted attack on our political system. . .”

“. . . they used sophisticated cyber technique to hack into computers and networks used by the Clinton campaign.”
2/ They “stole private information” and designed the release and timing of that information to interfere in the 2016 election and to “damage a presidential candidate.”

At the same time this was happening, “a private Russian entity engaged in a social media operation . . .

Key Mueller takeaways:

1) He was prevented from charging the president by policy and law.
2) If the investigation had concluded that Trump did not commit a crime, the report would have stated so unequivocally.
#Mueller
3) The process of impeachment exists to hold presidents accountable when criminal prosecution cannot.
4) Trump and Barr's characterization of Mueller's investigation and report are incorrect. The report does not exonerate Trump. It actually lays out his guilt.
5) The reasons for this investigation and the processes it followed were 100% necessary, prudent, and legal.
6) Russia interfered in our elections, and they will do it again if we do not take steps to hold people accountable and implement security measures.

Clearer now where Mueller is going with this - Mueller is pointed that they did not make a determination about whether the president committed a crime.
“Charging the president” was “not an option we could consider.”
This is not a “total exoneration” from mueller that Trump has claimed. It’s a statement of fact that he can’t be charged and while in office and that it would be unfair, since he can’t be charged, to cast a legal shadow when a trial can’t be held.
