"If we had confidence that the president did not commit a crime, we would have said so," Mueller says. Due to DOJ policy, he also says, "Charging the President with a crime, therefore, was not an option we could consider."
Mueller tl;dr:

1. Russia did it, truly. Stop acting like anything else is true.

2. Trump's actions to impede the investigation were very concerning, and likely obstruction, but we didn't make a determination on it because DOJ policy meant the matter wouldn't go to court.
