A few comments on this to make people understand what is going on.

1. There are three different data points @ECISVEEP has on a per booth basis
(a) Votes Polled via Voter Turnout App, Web site Data.
(b) Votes Counted via EVM
(c) Votes Verified via VVPAT.
2. All these three data points have to be consistent. Why?
3. Think of a company books as an example. We have P/L, Balance Sheet and Cash flow. If they are inconsistent, you are right to suspect that something is amiss.
4. Same thing here. Three data points with double entries on two data points which have to match.
5. Turn out data has to match Polled data in EVM (Double Entry One)
6. Polled data has to match VVPAT counted data (Double Entry Two).
7. The controversy here is on (5).
8. It is perfectly fine for the data to be tentative for a while, but it can't be so *after* the results are announced.
9. If the turn out data is still tentative, then it means it is practically useless and all we have then in Counted Votes in EVM and VVPAT.
10. Why is that an issue? Because in theory, the process becomes vulnerable to stuffing - Filling votes in a box, a big problem in Paper ballots.
11. That is why Votes polled should match Votes Counted. It was a process that was devised to beat stuffing in paper ballot era.
12. You can in theory argue, that stuffing is impossible in EVMs, but it is a dicey argument based on 100% unhackability of EVMs, which is untrue of *any machine*.
13. That is why it is important to keep this "double-entry" check. It helps us detect anomalies.
14. Now the ECI here does not how to handle this anomalies and how to respond to them.
15. It first deleted data, then it said it is tentative and also refused to answer it.

16. The mismatch is small enough and will not alter the results. Litigation on the courts will fail for sure.

17. It is however important to keep asking Qs about the mismatch as it makes the ECI improve it's process and itself.
