Blurring or erasing the distinction between citizen and non-citizen inevitably dilutes the ability of taxpayers to control their government. This is very much by design.
The Left long ago abandoned the idea of a just government deriving its powers from the consent of the governed. They spent decades shifting as much power as possible beyond the reach of voters. They aren't interested in obtaining affirmative consent for their compulsive agenda.
The hardcore Left has no interest in "democracy" at all. They view it as a hollow ritual that legitimizes centralized power: we have elections, so we can't possibly be a tyranny.
Left-wingers who still sincerely believe in democracy hold a similar but slightly softer view: they think voting is a failsafe against tyranny. The people would vote true monsters out of office. The vote is a veto the people could exercise en masse in extreme situations.
Among both the hard and soft left, the notion of obtaining the consent of the governed is ludicrous. Greedy and deplorable voters would never agree to the brilliant schemes of the elite, which they can barely begin to understand. They would vote their own short-sighted interests.
From that perspective, diluting the electorate and reducing the electoral influence of taxpayers makes perfect sense. Mass migration is a perfect tool for achieving that end, especially as its effects can be concentrated in especially problematic "red" areas to turn them "blue."
The Left sincerely sees absolutely nothing wrong with diluting the vote and erasing the concept of citizenship, because the failsafe of voting against monstrous rulers should still work just fine. The power of selfish taxpayers is reduced at no real cost to "democracy."
The concept of citizenship also includes a heavy burden of civic responsibility that the Left finds outmoded and tedious. It is wrong to expect responsibility from the childlike wards of maternal government. It is wrong to deny anyone the loving embrace of the Mother State.
The Left has no understanding of how wealth is created, so they assume a shrinking population of taxpayers can be taxed indefinitely to sustain the cost of mass migration. Indeed, the extra leverage of more dependents is crucial to nationalizing America's wealth.
Mistrust and loathing of representative democracy is EVERYWHERE on the Left today, from U.S. immigration policy to Brexit and the international climate change movement. Diluting the vote of taxpayers is a paramount objective they will do anything to achieve. /end
