I believe it’s a cleaverly worded harbinger of what’s to come. UCP intends to codify private property rights. Most don’t understand the implications. Private property refers to corporate ownership to develop natural resources, not just radical farmers protecting the farm.
With a law permitting lethal defence of private property, fossil fuel corporations would be permitted to hire private militias. The reasoning is in Scweitzer’s memo. Distance from established law enforcement. Remote location.
This is the foundation of armed enforcement against environmentalists and indigenous protesters on disputed crown land. Kenney promised to fight back against protesters. So he’s making it legal to shoot to kill unarmed protesters on private or crown land.

Ford is limiting his government’s actions until after the election in October. He’s given his government an unprecedented 5 month break because he was giving Ontarian’s second thoughts about electing Scheer. Kenney won’t table a budget until after the election. Same motivation.
