@mjs_DC But: 1) Only 45% of fees are owed by those eligible for re-enfranchisement, so: we need to retire 45% of the total.
2) Collections run about 20%, so maybe debt could be bought for pennies on dollar. 20% of 45% = 9%.
3) Of course, buy out the smaller accounts first.

Also reupping this thread, re: a June 2018 case in which Thomas + Gorsuch said the VRA doesn't apply AT ALL to racist political tricks rigging the OUTCOME of an election, so long as the darkies are allowed to play at putting ballots in little boxes.
I'm serious: Thomas and Gorsuch believe that although minorities have the right to register, cast votes, + have those votes counted, they have ZERO right to have those votes actually be EFFECTIVE. ...
