1. Many are furious over Afghans 4 reported violence of some fans yesterday. I made a tweet tht condemned this behaviour & tried to explain why ordinary Afghans hate us.

Reponses I got were full of hatred & lies--making me realise how ill-informed we are abt Pak-Afghan relations
2. Most referred to pre-1979 history of hostility.

Pre-1979, AFG remained a good neighbour except when Dawood was ruling. AFG provided us discreet help in 1965 & 1971 wars. In 1971, Brezhnev offerred King Zahir to join him & India in eliminating Pak. KZ rejected it.
3. Even Dawood could take a hostile position mainly bec of resentment among Pak Pashtuns, who felt they had a raw deal 4m the State.

Removal of Dr. Khan's govt, Babra masscare, incarceration of Bacha Khan & Samad Khan & imposition of One Unit contributed to Pashtun resentment.
4. Having established tht AFG remained friendly pre-1979 except under Dawood’s rule, let’s come to Pak’s role.

Pak’s foreword Policy in AFG began in 1973 under ZAB, not in 1979.

50 years down the road, the policy continues with 4 M Afghans killed, 2 M disabled & 8 M displaced.
5. A lot has happened since 1973. Many actors hav been involved in AFG. Pak alone can’t be blamed but it does deserve biggest share of blame. Here is why:

A) Pak got several opportunities to bury the hatchet nd begin afresh. 1st opportunity came after Soviet withdrawal 4m AFG.
6. We squandered post-1988 opportunity in pursuit of our desire to install a pliant regime in Kabul. Zia reluctantly signed Geneva Accord.

In 1989, ISI orchestrated failed attack on Jalalabad. We then backed Gulbadin to take Kabul. He turned Kabul into ruins but couldn’t take it
7. Frustrated with Gulbadin’s slow progress, we turned to the Taliban who were mainly a product of the Civil War but expanded bec of our support.

Taliban imposed a draconian regime in AFG. Although Pak, Saudi & UAE all helped strengthen Taliban, we were the most imp actors.
8. Post-9/11 offered Pak 2nd opportunity to bury the past.

The entire world except Pak supported AFG govt. Instead of cooperating with Afghan Govt, we played double game. We were getting dollars in the name of WoT nd at the same time propping up Taliban resistance discreetly.
9. @ashrafghani rise to power offered Pak 3rd major opport. Unlike Karzai, AG agreed to nearly all Pak demands.

AG’s charm offensive was risky pol gamble. He fulfilled his end of bargain; we didn’t.

We failed him. 4 years later, AG ‘s tone became harsher than that of Karzai.
10. Pak’s interventionist AFG Policy has led to killing of millions of Afghans & we still have courage to refer to 12 years of Dawood’s hostility.

What will satisfy ur appetite 4 revenge?

U are furious over violence of fans. They have paid with their lives bec of our policies.
11. Pak proper needs to come out of its arrogance & ignorance vis-a-vis AFG.

The fact tht every single pol party along our side of Durand, incl JUI-F, opposes AFG policy should open ur eyes. Even Pashtun diplomats like Ashraf Qazi, journos like Safi & Juma Sufi too oppose it.
