We are often questioned about Hate Crime Watch, why it exists, what it does and how. The answer lies in a statement the ministry of home affairs made to the Lok Sabha today. bit.ly/2SotKr3
"Indian Penal Code (IPC) does not define any crime as ‘hate crime’ & therefore, the National Crime Records Bureau (NCRB) does not maintain data under the head ‘hate crimes’," Nityanand Rai, minister of state for home affairs, told the Lok Sabha.
That's why we do.
For Hate Crime Watch, we collate data and carry out on-ground verifications of crimes recognised under the IPC that may be partly or wholly motivated by prejudice against the actual or perceived religion of the victim(s).
Currently, these hate crimes are lost under various sections such as rioting, arson and attempt to murder or murder, making it difficult to estimate the scale of violence motivated by religious bias.
To understand why India is finding itself in the throes of religion-based hate violence at this juncture, we believe it is important to first document and analyse the scale and patterns of hate crimes. This is an evolving database & we welcome more information on incidents.

Currently, there are 296 hate crimes nationwide recorded since 2009, in which 100 people have been killed & at least 737 injured, according to Hate Crime Watch, our database.
Hindus (79.8% of population) were victims in 14% cases; Muslims (14% of India’s population) in 59% of hate crimes over a decade; Christians (2% of population) in 14% cases. In 10% or 30 incidents, religion of victim was not reported
Of the 211 incidents in which the religion of the alleged perpetrator has been reported, Muslims were perpetrators in 16.5% (35); Hindus in 82% or 172 cases. Sikhs were perpetrators in 1% (2 incidents), according to Hate Crime Watch
