1. Reparations will not require the US to do anything, because the present state will be replaced by a qualitatively different state, a workers republic. A database of individuals is also not needed, explained later.
2a—b. Reparations are not payments by individuals to individuals. Reparations are comprehensive social/economic development plans using expropriated wealth to reverse the effects of maldevelopment and destruction of southern Black wealth.
2c. In the course of the class struggle a body representing all or the great majority of Black workers will form. When reparations were first brought up, it was the National Black Economic Development Conference and a number of proposed Black financial and political institutions.
2d. See 2a, b, c.
3a. Resolving the uneven development of capitalism is in the interests of all workers. The author has not proven how it "inherently" pits Black workers against non-Black workers, they've asserted it without reason.
3b. No, it's not a transfer from non-Black workers to Black workers, it's a transfer from imperialists to workers, with emphasis on developing economically and socially devastated communities. It's part of the general program of socialist development.
4. It's not a moral question at all. It's a practical concern of the proletarian revolution and resolving maldevelopment under imperialism.
5. Once again, the strawman of cash payments to individuals is assumed here, and the author makes more false dichotomies ("it could only result in..." — why could it "only" result in this?) declaring what is in their mind as the only possible outcome.
6. This section is bizarre. Author claims it is an attempt to prevent socialism, and "gut socialist policies". The socialist Soviet Union had a system of reparations for formerly colonized republics, and the US has no "socialist policies" because it isn't socialist.
The anti-reparations chauvinists seem to hold lots of strawman regarding reparations. They should read the Black Manifesto and the Riverside Church's study guide. It should not be blindly implemented but creatively applied to changing conditions, but trcnyc.org/blackmanifesto/
that doesn't mean dropping it altogether in favor of this chauvinist line that abandons the demands of the Black working masses because they happen to be a national minority.
