Harris doesn't know anything about health care policy, and it shows in her campaign document, the only actual firm policy details of which are

a) 10 year implementation
b) Temporary buy-in
c) Private insurers can offer Medicare plans, as long as they're cheaper than gov't plan.
IT's a pretty transparent attempt to, as Biden says, be all things to all people--please the single-payer base, assuage the moderates, particularly union members, who fear losing good private insurance.
No detail on benefits, no detail on how they'll pay for it, no details on how to handle the immense disruption of the transition. Even for a campaign document, it's remarkably thin.

In other words, Biden's critique is spot-on. And I don't think Harris is doing a good job of rebutting that critique, because again, she doesn't actually know anything about health policy except that the base likes to hear the words "Medicare for All".
This is not peculiar to Harris, by the way--aside from Sanders, most of the Democratic candidates have a vague desire to do some sort of coverage expansion, but no long-term investment in health care as one of their primary issues.
Warren doesn't even have a Medicare for All plan yet! She barely mentions it on her website.

I mean, unless you consider "We'd do a lot of the Sanders stuff, but not any revenue raisers that--HORRORS!--require the middle class to pay any taxes.
