You want a red flag law.

We want to be protected from abusive misuse of such laws to hector, harass, demean, and defame law-abiding gun owners.

I think it is possible to do so, by imposing sufficiently rigorous programmatic elements into the process.

First,

No report under the law may be accepted or acted upon by law enforcement or the courts of this State in the absence of a sworn affidavit providing complete identifying information of the complainant.

Second, during the pendency of any investigation, such information shall be a confidential law enforcement record, and if the complaint is subsequently determined by a court of record to be well-founded in fact, the record shall remain confidential.

Third,

Upon proof that a report under the Red Flag law was made based on false or misleading evidence, the person named in the report shall have a cause of action against the person making the report.

Red Flag Law Abuse:

A person who reports another under a red-flag statute relying on false and or misleading information shall be guilty of a misdemeanor and subject to imprisonment for no less than six (6) months and a fine of no less than Five Thousand Dollars>

In any such cause of action, the claimant may have a choice of taking a liquidated damages award of $5000.00 or may elect to seek such sum of compensatory damages as may be proved at trial.
