First, here is the article from the times outlining the series of events leading up to this past week when McCabe's lawyers met with the ShitDAG Jeffrey Rosen and US Attorney for DC Jessie Liu

Those are the facts. Here are my beans. And please note; this is conjecture.

Three weeks ago, the DoJ refused to prosecute @comey for leaking his contemporaneous memos to the press.

The decision not to prosecute Comey pissed off the dotard something fierce so he called Barr and screamed at him for not being his Roy Cohn and acting like Jeff Sessions and something something Kennedy and Holder. Barr calmed him down by whispering that he would get McCabe.

Then Barr called Jessie Liu and pushed her to indict McCabe. Liu said "Dude, that's super-sketch. We can't prove intent because Lisa Page testified that McCabe has no motive to lie because as director he was allowed to authorize her to talk to the Wall Street Journal."

Barr then sent his lackey Jeff Rosen to go behind Liu's back to pressure the line prosecutors. Two of the line prosecutors said "Fuck this shit o'clock. I won't indict if I can't obtain and maintain a conviction, plus there's no intent so fuck all ya'll" and bailed.

I'm paraphrasing. But if Barr indicts McCabe, McCabe will win. McCabe will also win his law suit against them for wrongful termination, and it will be that much more obvious that the Justice Department is a political tool. Thems the beans.
