A CRS analysis new rules limiting the use of social welfare programs by immigrants suggests that the Trump administration is using a regulation to change the law.

That is not only untrue, it would be illegal to do so.

To review, the proposed rule will expand the types of public assistance that will be considered a public charge.

It is unlikely that the rule will have a significant effect on the total number of immigrants admitted, which is about 1m per year.
