There may be good reason to EXPLAIN to other African states. But to characterise it as apology is irrational. Perception in the affected communities here is that poor lives don't matter to the ANC. And this is rational. History of neglect and
insensitive statements by senior ministers that people must just learn to live harmoniously with foreigners entrench this perception. I would be very surprised if any of them has visited those communities to get first hand impressions. I have.
