The real thing to look at is not why X film is there and why Y ain’t. Real issue is the prohibitive fee that producers have to pay for staking a claim at being official Oscar entry for India (Rs 70000 + 18% tax)... Many may not consider it worth it...
Even if they were to get selected there is more money needed for marketing and pitching the film to the academy members ...
And then the insane competition in what #IMHO is the most exciting Oscar category
Parasite, Pain and Glory, Les Miserables, Corpus Christie there this year...
There were nine Hindi films submitted this year of the 28, four Marathi, three each in Malayalam, Tamil and Bengali, two in Gujarati, one each in Telugu, Kannada, Assamese and Nepali (set in Sikkim)... It all boils down to money eventually...

Like an indie filmmaker once told me, the money involved in Oscar Sho-Sha is so huge that it can fund two more of my indie films. And I’d rather make them... Exaggeration? Or not?
