This is being overlooked by many commenters defending the call as short of a quid pro quo: The president of Ukraine reportedly told a US Senator that *he* believed Trump was tying US aid to the Biden investigation.
The WP piece has been updated: Murphy said “Zelensky’s ‘entire’ administration was concerned ‘that the aid that was being cut off to Ukraine by the president was a consequence for their unwillingness, at the time, to investigate the Bidens’” but Zelensky himself didn’t say that.
