Ellis was supposed to ensure that ICORE helped highlight the AER’s work as an energy regulator, but instead, he used the institution as a means to an end for himself, violating regulations, policies, and ethical guidelines.
Due to a top down “culture of fear” perpetuated by Ellis and others, many inside the AER felt that using internal processes to express their concerns was not an option.
