My suggestion for a response from @SpeakerPelosi to the letter from Mr. Cipollone:

Dear Mr. Cipollone:

Thank you for your letter. It is clear in your letter that you have little knowledge about how the impeachment process works. Let me take this opportunity to educate you. /1
@SpeakerPelosi There are two phases to the impeachment process. The investigation and the trial. The House does the investigation and votes on whether or not to move forward. If they do vote to move forward, the proceedings move to the Senate where a trial is held. /2
@SpeakerPelosi As an analogy: The police believe that a crime may have occurred. Based on that believe they begin an investigation. They interview potential witnesses, gather documents, and review all the facts. The only time a lawyer for the accused would be involved is if they interview /3
@SpeakerPelosi the accused. Otherwise, no legal team for the accused is involved in the investigative process. If, based on the evidence they have gathered, they believe charges are warranted, charges are brought and the case moves to trial. /4
@SpeakerPelosi It is at the trial phase that the accused lawyers are involved regarding cross examining witnesses and presenting their case - not during the investigation phase.

The House is currently in the investigation (inquiry) phase of the impeachment process. /5
@SpeakerPelosi As part of that we will be interviewing potential witnesses and gathering documents in order to determine if articles of impeachment should be brought against the president. We, of course, expect full cooperation from those witnesses and requests for documents. Anything less /6
@SpeakerPelosi would amount to obstruction of justice. Which, in itself, is an impeachable offense, as supported in the past by both Trey Gowdy and Mitch McConnell.

Given the president's daily assertions that he has done nothing wrong, I feel certain that he will be /7
@SpeakerPelosi anxious to provide us with both the witnesses and documents that will prove his assertion so that this matter can be quickly resolved. After all, innocent people have nothing to hide.

@SpeakerPelosi about how the impeachment process works. We look forward to the cooperation of the White House in order to assure that they do not obstruct the investigation process and therein create an impeachable offense.
