1/ Lots of comments on this planned immigration bill. Some comments.

First of all, this isn't new. An immigration bill which would have ended free movement of EU citizens to the UK was proposed in the previous session: services.parliament.uk/Bills/2017-19/…
2/ The main intention, according to the explanatory notes, is to end free movement of EU27 citizens to the UK, while retaining special rules for Irish citizens. The assumption is that this takes place after Brexit day.
3/ The reason for doing this via a Bill is that some free movement rights appear in Acts of parliament, so another Act is needed to repeal them.

You might remember the Home Secretary planning to do this via secondary legislation in August. The lawyers talked her out of it.
4/ Some people saying "this doesn't end free movement of EU27 citizens in the EU27". Of course not. It couldn't do that, and doesn't pretend to. It ends free movement of EU27 citizens into the UK.
5/ Some saying that the bill would end movement of UK citizens to EU27. No. Free movement of UK citizens to EU27 ends not as a result of the bill, but as a consequence of Brexit (if there's no deal) or the expiry of the withdrawal agreement transition period (if there's a WA).
6/ The bill to be tabled after the Queen's speech might differ from the prior bill, and might be amended by Parliament, for instance to put the acquired rights of EU27 citizens in primary legislation (as I and others suggested when giving evidence on the prior bill).
7/ This bill may have zero chance of passing as things stand, but it's still important to get the details straight when discussing Brexit legal changes.
8/ The previous immigration bill had exceptions for Irish citizens subject to a deportation order, whose entry was deemed not conducive to the public good, or whose entry is banned due to international obligations.

10/ Colin is right - there's a risk that a badly drafted immigration bill causes problems for EU27 citizens who do not obtain settled status by the deadline.
