Intrigued that HM did not say or perhaps was not asked to say “we will leave EU on October 31st” .. eg as it is written in the executive summary underneath and instead said “My Govt’s priority has always been to secure the UK’s departure from the EU on 31 Oct”...
the Government’s policy is still today the UK WILL leave deal or no deal on the October 31st, we are told.

That’s not what Her Majesty said. She said it has “always” been her government’s “priority”.

rest of the speech uses “will” for every Bill and government ambition...
Also no details of any State Visits - another sign for connoisseurs that it ma not be the general expectation that this session lasts for very long...
No direct reference to No Deal Brexit, only to leaving with a deal in the text of the Queen’s speech, the PM’s written introduction, and the Exec Summary... 🤔
one indirect reference to leaving without a deal I can see in the 130 pages of explanatory notes - a note on “Key facts” for the Immigration Bill below...

Alternatively - in 2017 May’s Queen speech didn’t mention Mar 29th date at all, which in retrospect proved a wise call by someone. So this does at least mention Oct 31st. And the purpose of a EUWA would only be there to enact a deal - not required for no deal.
Reference to her newish Johnson Govt, surely?

But my eyebrow remains raised at the idea several Bills that clearly are highly unlikely to happen can be described in the speech using word “will”. The central fundamental aim of this Govt has not been.

Anyway - special prize to anyone who can find the “always been my Government’s priority” phrase attached to the central political priority of a Government in a previous Queen’s speech...
