It would be cool if politicians could get that just because a very guilty person (like Rudy Giuliani) does something (like ignore a subpoena) that doesn't mean that an innocent person wouldn't do it too.

So, not quite the end of Ted talk - it's actually completely simplistic to talk about "guilt" and "innocence" here. What about when a DA issues a subpoena for a witness to testify at trial against her physically abusive domestic partner?
In NOLA the DA has issued subpoenas for rape survivors to testify against the people who perpetrated sexual violence against them and then actually jailed them when they have refused to comply.
Probably the main difference between Rudy and everyone else is not "guilt" or "innocence," but rather the consequences of non-compliance.
