Notice the Downing Street source's careful use of "in Britain", to reflect the fact that Northern Ireland is still bound by EU law and the jurisdiction of the ECJ.
(And, come to think of it, I've heard no suggestion that the institutional provisions of the non-backstop part of the Withdrawal Agreement, which give the ECJ jurisdiction over any parts of that agreement relating to UK law, have been changed.)
