NEW: Some info on the Brexit deal courtesy of a senior U.K. Gov official

They say the EU’s biggest concession is letting NI stay in the U.K. customs territory

The biggest U.K. concession: accepting high alignment between NI and EU
The key difference between (1) May’s PD and (2) Johnson’s PD, according to the senior UK Gov official

(1) was based on high alignment and pointed to UK-EU customs “assimilation” after Brexit

(2) more regulatory divergence, UK will stay in its own customs territory
More technical stuff:

The rebate system will be a “simple” and “soft as possible” experience for businesses, the senior UK Gov official says

However, HMG is “looking at investing in assistance” for SMEs where necessary

Stephen Barclay is up in the Commons answering an UQ on NI-GB checks under the Brexit deal

Barclay says there'll be "minimal targeted interventions" on goods heading west to east

An MP yells "checks!"
Priti Patel has submitted to the Home Affairs Select Committee a clarification on goods heading from NI to GB

She says west to east trade will be "unfettered" with no "checks" — but there'll be a "minimal administrative process" on some goods

Same line used by Downing St yday
Barclay: each NI-GB exit summary declaration will be a "single form" submitted "electronically" and won't require "physical checks"

True, but someone will need to check them...

Key point: As @denisstaunton & others have said, UK and EU may well agree to waive these declarations

Boris Johnson says "there'll be no checks between Northern Ireland and GB" under the terms of the Brexit deal, which simply isn't true
Barclay told Lords that goods heading west to east would require exit summary declarations

HMG's impact assessment said goods going the other way would need import declarations and Entry Summary Declarations

These may well end up being "light touch" — but they're still checks
Downing Street says NI-GB exit summary declarations are not checks but "minimal administrative processes"

But as @JP_Biz et al point out, these forms, even if filled out and submitted electronically, will need to be checked

Theresa May bent over backwards towards the DUP and shaped her #brexit deal around avoiding a hard border while maintaining as much integrity of "UK" as possible
she conceded that NI effectively dictated regulation in the whole of the UK - and had a big say in all future UK trade relations..
her aims for the long-term relationship would have meant that the whole UK was in a close enough relationship with the EU such that NI did not need to be a special case...

In the often divisive Brexit world of ‘them and us’ it’s easy to forget that, beyond Brexit, EU leaders still see the UK as a close partner and ally. Today’s messages of congratulation to Boris Johnson from across Europe were a timely reminder.. /1
Whatever happens with Brexit, France, Germany, Poland et al still very much hope to work closely with the UK on international issues like Russia sanctions, Iran and human rights protection BUT /2

So.. back to the backstop: Clearly the official EU line is “We’re not budging. The #Brexit Withdrawal Agreement was signed off by Theresa May and cabinet. End of story.” And there is 100% EU sincerity they would love not to have to discuss the thorny issue ever again. But.. /1
Realpolitik means EU leaders know a new UK PM will mean new #Brexit arguments - and crucially - since the EU hopes fervently to avoid no deal - it means new mathematics in Parliament. EU will watch closely to see if new PM could carry a majority for a #Brexit deal /2

Again, at such a key moment in UK and at such high political levels, evidence of deep misunderstanding of EU: The PM is under pressure in some quarters to delay #Brexit vote to allow her first to “improve” deal in Brussels BUT EU is determined not to budge at this stage
2) All EU leaders watching tomorrow’s vote. Of course they want to avoid a no deal #Brexit BUT they feel the deal - so painfully negotiated between EU and UK - is too fresh to re-open. Clarifications, yes but fundamental renegotiations, no.
3) The EU’s international reputation as a tough deal-maker is at stake here too. If Brussels now suddenly “gives in” to U.K. on EU red lines (eg backstop) then that would weaken the EU’s reputation in future trade negotiations with other non EU countries
