No extension decision tonight 
This evening's Coreper is "information point" or state of play pooling views in all 27 capitals
On Friday if there is a consensus decision will be by written procedure for Benn act Jan 31 2020 - or a shorter extension, perhaps a month until Nov 30
EU wants to hear what Johnson wants, many see Benn act date as most neutral but could be a shorter one
If there is no unanimous agreement for written procedure by Fri then #EUCO next Monday, 28 October
Clarification: the decision to seek written procedure or to go for a summit is up to Tusk. His call on Fri - not Coreper

France is emphasising (again) that question of duration, terms of the Benn act, can not be separated from purpose or justification
Tusk leaves soon and will replaced by Michel who agrees with Macron
No deal is firmly back on the table - if not next week then in the new year
France can live with Jan 31 2020 but only if there is ratification or elections not if the Westminster deadlock continues status quo ante
Macron will not support Remain via extension tactic of Tusk and Merkel, he can set terms now or later because he has veto & is waving it
EU regret at tactical alliances with Benn and other Labour retainers has been building

European ambassadors meet tonight for discussion on Tusk’s recommendations - what Johnson has told him will be critical
It’s fair to say he’s jumped the gun, forced the issue, chances for disagreement have risen and thus another #EUCO
So written procedure is still the plan but odds are shortening on a summit
So we might well not get sign off today - French expected to moan but not (YET) to drag everyone to Brussels. Macron's Jupiterian is just rumour

The most likely option, I am told is for EU to decide the Benn act’s three months extension is “technical” as long as early WAB votes go smoothly
That could be done by written procedure and would be “fungible” meaning it could be shortened to end on the 1st or 15th of Nov, Dec, or Jan 2020 if the deal is ratified
If a longer political extension is needed beyond Feb 2020 because ratification breaks down or Johnson loses vote of no confidence than EU will need a summit - as early as 27/28 October

Here’s a thing. #EUCO’s decision tomorrow about the #Brexit #extension will perforce be very political (and therefore controversial). First, an extension will be granted until 30 November for the sole purpose of ratifying the Withdrawal Agreement Bill. 1/
.@BorisJohnson will have to commit formally to using his best endeavours to achieve ratification. If however the WAB is still not ratified by 30 November a further extension will be made until 31 January for the sole purpose of holding a general election. 2/
Again, the PM will have formally to commit to securing an election. If there is still no ratification by 31 January, and if the new government has not revoked Article 50, the EU Treaties will simply cease to apply to the UK at midnight on 31 January. END/

As the work on building Amravati, the new capital city AP, comes to a grinding halt, concerns emerge about Amravati (APCRDA) bonds held by Franklin MF (~Rs. 1000 Cr) and Birla MF (Rs. ~300 Cr). Thread 1/11
During the Chandrababu Govt, Amravati received political as well as financial patronage. Now, with Jagan Reddy being incharge of the state, the project is in shambles. World Bank & ADB pulled out of the project and the Government is looking for reasons to scrap it. 2/n
The bonds issued to support the financing needs of the project were subscribed by Franklin MF and Birla MF. The bonds are guaranteed by the AP Govt but it's not sure if the Govt would keep servicing the bonds. The risk of lending to a state govt has again come to the fore. 3/11

Naquela época quando eu era ingênua e não tinha aprendido a me impor, ainda não tinha mais de 10 anos na academia, achava normal. Normal pq eu só tinha aquilo como parâmetro. Então eu fui percebendo que eu sentia inveja de alguns colegas. Eu me pegava perguntando: quanto tirou?

OK, I've caught up with Twitter again & there's both some v. interesting exchanges & still a fair bit of apparent wider public confusion re: the date UK leaves the EU, A50 #extension & the SI to change 'exit day'. So, in interests of end-of-the-week clarity, here's another go. 1/
The date UK leaves the EU is an intl matter. It's not determined by whatever UK domestic law may say.Changing 'exit day' in UK law doesn't change date UK leaves the EU. See posts this wk by @woodstockjag & @DomWalsh13 as well as me, & eg @ProfMarkElliott & @carlgardner on here 2/
UK & EU have now agreed that A50 period, at the end of which the departing state leaves the EU, will be later than 29/3. The only way the UK still leaves the EU on 29/3 is if UK gov, or EU, or both, renege on the agreement reached last night. 3/
