Happening now: Paul Bukenya, 56 years, farmer in Kyankwanzi, resident of Kajjansi, on the witness stand to testify on contested land that was bought by Uganda Free Zones Authority from Paul Bukenya and Dick Lutaya through Katende-Sempebwa company advocates.
Commission: How did you come to own the land?
Bukenya: The land belonged to the mamba clan, I am from the Ngabi clan
Commission: How long did you stay on the land before buying it?
Bukenya: 12 years
Commission: How big was the land that you were using
Bukenya: 80 acres
Commission: from the certificate of title, it seems this land is probably from Sazi, which makes your story not add up according to documents from the administrator General's office. You could not have been given interest from Robert Mubiru because he was from a different place.
Commission: From whom did you buy the land and how did you know they were selling the land?
Bukenya: I bought it from 3 women, 2 sisters and their mother: Merida Nambwere, Eseza Namirembe, Cissy Nakazi.
Commission: Do you have an agreement between you and the three women who sold you the land?
Bukenya: I have a copy
Commission: How big was the land?
Bukenya: 450 acres
Commission: all bought for 102 million?
Bukenya: yes
Commission: Did these people have a land title?
Bukenya: No
Commission: So is it true that by the time you bought the land, these people had no land title?
Bukenya: I have documents.
Commission: were you aware that the Administrator-General was in charge of that estate?
Bukenya: Yes
Commission: Did you visit him?
Bukenya: Yes
Commission: Did you attend the meeting where you introduced yourself as a member of the family of the late Gabunga
Commission: By the time the estate is transferred to the names of Cissy, Eseza and Merida, were you involved?
Bukenya: I was following closely out of interest
Commission: Are you aware that the land title was canceled on 22nd October?
Bukenya: No
Commission: Commissioner Land Registration informed that the land had been titled in the names of George Nyanga who sold it to Sam Kironde.
Commission: Did you sell the land to the Government?
Bukenya: I am a bonafie purchaser of the land
Commission: Do you agree that by the time you went to the Administrator General's office, you had wanted to buy?
Bukenya: Yes
Commission: who processed the land title for Galiwango?
Bukenya: The women processed the land title and gave it to me
Commission: How many acres did you buy?
Bukenya: 456 acres
Commission: How did you get to partner with Dick Lutaya?
Bukenya: Because I did not have enough money
